Nobody truly knows. Most people shy away from admitting they’ve worked with or for Atlas in the past. Those who do readily admit their association with Atlas Corp also won’t tell you much about it, as even they don’t know much about the board that governs their ultimate decision making and strategy; it’s unclear if anyone has actually ever met them.
What is visible is their technology, which is seemingly everywhere. Rumor has it they sent a cease and desist letter to Senator Elizabeth Warren about her use of the phrase “shadowy super coders”, but that’s only a rumor.
How Does the Atlas Corporation fit into my community’s lore?
Ultimately that’s for you to decide with creative freedom. What is necessary is that the “vibe” be consistent, such as:

They don’t ask for traditional payment – they usually ask for something odd, or nothing at all which leads to a very “made a deal with the devil” vibe.
Atlas Corporation has an analytics arm and their data scientists are exceedingly proficient at predicting the future. You are always under the impression that they know something that you don’t about what’s to come.
This is made worse when things are always given out for free (e.g. “Free Candy”). Nothing is ever free – what are they up to??
Some conspiracy theorists claim that the folks in charge of Atlas might not even be human, but an artificial intelligence doling tasks. But we don’t take those conspiracy theorists seriously – right?
